And you say this happened in Maryland? My Maryland?
Oh, OK. The police can’t sell them direct to civilians, or to firearms dealers to sell to civilians.
The police need to sell the firearms back in trade to a manufacture, who then sells them to a wholeseller, who sells them to a stocking dealer, who sells them to civilians (after the civilian pays a fee to the police via the FFL holder to have the police investigate the buyer.)
