Turnout is always low for primaries. That’s why incumbents hate them and why they present great opportunities for gunnies. Very small organized blocs of people can control the outcome of the election.
And how many of those that voted last fall were college students who may have already gone home home (after registering in State College for the Nov ’08 election) for the summer?
