Dave Kopel reports that South Dakota has been enjoined from discriminating against legal residents when it comes to carry permits. It was reached on equal protection grounds, rather than Second Amendment grounds, however.

Arguably, equal protection is better overall, as that is the grounds used to apply 2A protection against the states.
Equal Protection, the 14th Amendment – isn’t that one of the points/directions of effort that Alan Gura was pushing, relating to incorporation, and that others were pooh-poohing saying the 14th was buried and useless anymore?
No… that was privileges or immunities.
Would this technically outlaw “may issue” systems where there is a wide disparity in practice in different jurisdictions, based on some authorities accepting “self defense” as good cause and others refusing same?
