I’m not so sure that’s legalese. It looks to me to be an artifact of an era when people could think whole, complex thoughts and express them in complete sentences.
Some of us can still do that. It’s just hard to get on tv doing it. Or make a point on the comment forums of many blogs(Not this one thank God.)
