It is a feature, not a bug. The point is to make the rules so confusing and vague that everyone is at risk.

You are, but only from an FFL, and the FFL will be required to follow CT law, so it doesn’t get you out of anything, if you can even find an FFL willing to do it, which you might not because I’ll bet many of them are unfamiliar with the new law.
